Burundi's minister of defense public statements are unusual phenomenon in government. The minister appears to declare his opposition to the president's decision in violation of the principle of ministerial responsibility. Apparently, the minister is an opposition leader in President Nkurunziza's cabinet. The minister is Tutsi in a predominantly Hutu government, led by a Hutu.
This is critical, too, because of the nature and history of the Hutu vs. Tutsi troubling history.... Several questions crossed my mind after listening to Burundi's minister of defense statements:
(a) Do you think the minister of defense or any other Tutsi army officer has military capacity to carry out, and sustain, a military coup without Kagame's help?
(b) Do you think the Hutu would support a military coup given what befell of the Hutu after the 1993 Tutsi led military coup - which left the then Hutu president assassinated? For FoR members that are not familiar with Burundi's recent history, the 1993 coup in Burundi Was called by systematic extermination of the Hutu. Kagame is said to have organized the then Tutsi led army into a coup and assassination of the Hutu president who was hostile to Kagame's war in Rwanda.
(c) Are the demonstrations against Nkurunziza popular in Burundi? Why don't we hear about anti third term demonstrations in other towns and/or cities of Burundi?
(d) Why are demonstrations in Burundi concentrated in predominantly Tutsi quarters of Bujumbura ( Burundi's capital city)? For FoR members who are unfamiliar with Burundi, Bujumbura is basically segregated. There are some parts of Bujumbura where no Hutu or Tutsi ( depending on which ethnic group " owns" the area) is welcome to reside.
To the existent the anti third term demonstrations have remained unpopular and concentrated in Tutsi quarters, I think the problem does not appear to be so much about president Nkurunziza's third term. Other factors are probably responsible for the chaos
